Illinois lawmaker Rep. Maria Antonia Berrios (Chicago-D) has introduced state legislation (HB4188) that would create a list of people who've been convicted of animal cruelty charges. The idea is to create a state-wide database of animal cruelty offenders similar to state registries of sex offenders. Anyone who is older than 18  convicted of cruel treatment, aggravated cruelty or animal torture would be listed by their name, birthdate and address. They would also have to keep local authorities informed of address changes. Offenders on the list would not be allowed to own a pet, or being employed at an animal shelter, pound, pet shop, zoo, or other business where companion animals are present.
